That extra clause of the restricted teritory is specifically for games provided by NetEnt. If he played games provided by NetEnt, then yes, he's on a difficult situation [which I assume BC will have it blocked from Iran by default], but BC have several providers, not just NetEnt, so there is a chance that he didn't breach any ToS, since he didn't play games that's prohibited for Iranian.

He is submitting documents that he wrote are accepted by Iran and in this scenario when a country is blacklisted by the game provider it feels like he did play some games. I am from a country where online gambling is not a crime and we do not fall under any blacklist. Anyway as you suggested it is better he comes up with an accusation thread wherein the team will come up with the reason why his account got closed and why those funds that he deposited were not allowed for withdrawal.
