He's most probably pro-crypto.

Are there sources backing this data ?

Atkins was the SEC commissioner for 6 years, and he is a crypto enthusiast. Upon leaving the SEC, he became the co-chairman of the Token Alliance under the Digital Chamber of Commerce and also established Patomak Global Partners, which is a consulting company for both crypto and traditional financial institutions

He’s said that he didn’t want to accept because it is a taxing job considering how backward SEC has gone these years. He doesn’t seem to be interested in being involved in fixing it.
If Atkins accept to be the new SEC chairman, it will be a win win for crypto as a crypto enthusiast, but the problem now is that a source closed to him said that he is not ready to leave his company to become the SEC chairman, so I don't know how they will sort this out.

His background says it all, he has been a SEC chairman before and has founded companies that is related to crypto and has been in the services for years. So yeah, it's a good choice to be the SEC chair.

But it seems that he is very reluctant because it's obvious that in short amount of time he might not clean up the messed of Gensler. But if he will make a U-turn and become pro-crypto himself, then it will be a smooth sailing for us as he might have to favor us or maybe implement decisions that are going to be with us and maybe those that are pending cases might be dropped as well.
