The part I bold from your statement is where the problem lies. How many of newbies are very serious to read? The truth is that majority of them are very serious to rank but only few are serious to read. There is no magic you can perform here, if you are not serious you're definitely not going anywhere.

We've seen several threads of this kind on a daily basis but I'm not even sure whether they click on the link provided to them. This is one of the reason we have countless of newbies account. They keep creating new accounts when they receive a ban on their previous accounts for breaking rules. Dedicating some part of their time to read thoroughly the forum would have prevented this.
