If you're a scammer operating phishing domains like these then its payday for you and nobody really cares. Not even the so-called "abuse report handlers" with an email address.

But if North Korea used your platform for laundering money (once) and you dare push back on the public narrative that you are a criminal platform, you become public enemy #1. [let's not forget that their reputation was being trashed by X ~~security researchers~~ bounty hunters seeking a bybit reward {for their own mistake; why hasn't anyone fined bybit yet for security negligence?}]

I guess when they stopped engaging with them out of anger, the EU found an excuse to arrest them.

Governments, particularly the EU governments, do not like losing their image of authority, especially to anonymous platforms.

That also happens to be why they would rather allow exchangers that scam their own users to operate (eg. ChangeNOW) and scams (Freewaller), than an exchange that doesn't scam their users but has the unfortunate experience of being abused by translational criminals.

Governments, and by exemption the platforms in their jurisdictions, simply do not care about scams.
