When a board is managed by different boards, one inactive moderator does not cause too big problems.
Forum moderators receive salary so theymos as a head admin, knows which moderators are active, and which moderators are inactive for monthly salary payment processings. If he did not remove malevolent as a forum moderator, he just felt it is not necessary action for now.
