I knew trying to register through the TOR network would result in users paying evil fees but what do you mean by shadowban!? I haven't came across this specific term in any of the topics I have engaged before! I only knew that a user with evil fee cannot send PM's nor post, and can still use the forum, but nothing beyond that!
