If creation of the account requires submission of personal information & verification (KYC) then the answer is "no." The thinking is its not only technically illegal to pretend you are someone else by using an account registered under their name, but its dishonest as well.

If the forum interpreted things literally like that, then a lot of topics in the Marketplace could be deleted because there is a lot there that is technically illegal, and even more morally questionable. But if no one has a problem with someone selling bank cards registered in someone else's name for years, then what the OP is doing is actually trivial.
