Maybe he is trying to change something inside the team which would be easier than changing half of the squad and I doubt he will be given money for that.

Manchester United and Tottenham were ranked very poorly in the Premier League last year. They also failed in the transfer season by spending too much money the season before that. The players who came were not good and could not adapt to the team. Manchester United clearly signed the wrong players. That is why they cannot transfer many players this year. However, they have to act as soon as possible. Tottenham, who will be in the Champions League, should now be able to buy players. It is obvious from last year's ranking that last year's squad was problematic.
