There are no leagues as competitive as the premier league. I would not say they have the best teams but it's never a one sided season for any teams. Other leagues might get a winner weeks ahead but for Premier league, we need to wait till the last days.
Like Ligue 1 is PSG like of last 10 years, PSG won it 8 times. If we talk about La Liga, it's either Barcelona or Real Madrid, they won 9 of 10 times. For Bundesliga its Bayern Munich 9 out of 10. But if we talk about Premier League its always a competitive one.
Even if Chelsea won the largest club championship in the world, it doesn't mean they'd win the premier league.

You forgot to mention the Italian Serie A where we see a different winner every season in the past 5 years after the long dominance of the ‘old lady’ Juventus even the premier league saw a dominance of Manchester City winning 6 out of 10 in the last decade. If winning titles by a single particular team is the mark for most competitive league then it’s not the EPL, that title will have to go to Serie A…. That’s a league you can’t even decide the winner at any time and you’re not sure if the last winner will retain the title.

Chelsea’s development has been very progressive since Enzo Maresca took over, they would have had more titles if they had an efficient striker. I’m hopeful they’ll compete for the EPL this season, they just keep getting better with each game tho they sometimes lack consistency but you see that when they’re in gear there’s nothing stopping. The EPL is competitive and there are many clubs who will fight Liverpool for the title but Man United is not one of them.
