That could be one possibility, but another is that there are thousands of people who buy lands all the time, and one of them could get lucky, while hundreds of them, even thousands, do not get the same luck, so it could be just some jackpot for that person, pure luck. In any case, buying a land, is rarely a bad deal, and in most cases, you will profit from it, or at least you would have forced savings. Buying a 40k worth land for example, with loan, means you need to pay that loan back, and when it's paid back, you have forced savings, you probably couldn't have done otherwise.
