If you actually live in an area that is not restricted, with valid visa and proof of residency that is not a problem. I am a good example for that coming from a banned reagion but living somewhere else for many years.
This case on hand though is totally different obviously. Allowing him to depo is a different story of course, but that's BC for you, they do shady stuff, always did. OP should have never used it in the first place, but that's his fault.

Hi man, try get a temporary visa if u're still in Findland (https://migri.fi/en/residence-permit-types , B'one) otherwise go somewhere and get one then you can hire a room/house as proof address. I think should be allowed because there's nothing about in their terms, also I recommend you to take a video of their terms as proof in-case they gonna change it.
