Basically, it seems Bestchange has no real influence over the exchangers it lists, yet they charge for their services

Yes, that's true, but they themselves claim that they are not responsible, but are only an aggregator, advertising different services.

Of course, they claim that they advertise only high-quality and reliable services. -_-

But it seems they lied a little in their advertising statements.

Nevertheless, it was not BestChange that deceived me, but the exchanger, so I cannot make claims against them. Moreover, Best disabled their listing. And it seems that this is all they can do to influence this service.
