In your example, you have a centralized casino that makes its own rules independent of the network standards. It's in their power to make the transactions cheap, free, or 10 times more expensive than they need to be. All you can do is respect the decisions they made because they are the custodians. To regain control of your money, you must pay what they ask you to.
