Your facts is sacrosanct, but fighting of corruption can't be win by any president no matter how he tried if the mind set of the people are not changed because corruption does not start from the top but from bottom, and how can  the mind if the people be changed when who is fighting the corruption is corruption, it's an impossible situation, frustration must be inevitable unless the person is without fault of corruption that is when the fight can be won.
Corruption in every society is like a stain on white cloth it need a good detergent to wash it off as such detergent must also be white, that implies that The person must be free from corruption else all effort must be a wasted one.

I think fighting corruption should start from the top, for instance if the head is correct it would be difficult for the entire body to function properly but when the head is very sound the whole body or majority of the body part works well, so if the government is good it would be easy to control the people and change their mentality from bad to good but if the government is bad sometimes it's quit difficult for the people to change their mentality except through force just like the people of Nepal are using force to change their corrupt government but hope you saw how El Salvador gradually changed when a new good government stepped in, that's just it mate.
