I guess that it true. My point was more that this guy's bank account probably doesn't have money to cover the loan either way. So even if he failed to get a bank transfer reversed there would not be money to cover the loan

It's clear, you aren't getting any loan. If you've any strong collateral, only then, there is little chance that they'll provide you loan, good luck.
